The new ТТН form from 26 July 2026: what changed and how to fill it in

From 26 July 2026 Ukrainian carriers fill in an updated consignment note, the ТТН (товарно-транспортна накладна, form 1-ТН). The change is small on paper and easy to miss, which is exactly why notes on the old template are still being written. This guide covers what changed, the basics of filling the note in, and where the electronic ТТН stands.

What changed on 26 July 2026

The form is appendix 7 to the Rules for the Carriage of Goods by Road in Ukraine (Ministry of Transport order No. 363 of 14.10.1997). It was amended by order No. 1727 of the Ministry for Development of Communities and Territories of 12.12.2025, which applies six months after publication, from 26 July 2026.

One field was added: the place where the vehicle is kept, meaning the address of the carrier, its division or its branch where the vehicle is actually based. The reason is the same order's update to the rules on drivers' working time, where a vehicle's base decides whether some trips fall under the 100 km exemptions. Everything else on the form is unchanged.

The order links the field to cases defined by the working-time rules, and accounting commentators read it as needed on every note until the ministry clarifies. The safe course is to fill it in every time and to retire the old template, because a missing address can be treated as an incorrectly completed note at a roadside check.

Who fills in the ТТН, and how many copies

  • The consignor fills it in. It is the party that knows the cargo (point 11.3 of the Rules).
  • At least three paper copies. The first stays with the consignor. The second and third travel with the driver: the second is handed to the consignee, the third comes back to the carrier with the consignee's signature. A forwarder, if there is one, gets a fourth.
  • Who needs one. Businesses moving goods, including on their own vehicles. The exemption is narrow: a private person carrying their own goods, at their own cost, for their own needs, with both conditions true at once.

Filling it in: the blocks, in order

  1. Number and date of the note.
  2. Vehicle: make, model, registration plate, and the trailer if there is one.
  3. Type of carriage and the driver: full name and licence.
  4. Customer, consignor, consignee: full names, codes and addresses.
  5. Loading and unloading points.
  6. The new field: the address where the vehicle is kept.
  7. Cargo details: description, number of places, packaging, gross weight, and the accompanying documents.
  8. Loading and unloading operations: times and signatures.

The exact list and wording of each field is the appendix itself. Before printing a template for the first time, compare it with the current text on zakon.rada.gov.ua rather than a blank downloaded years ago.

Correcting a mistake

Do not erase. Cross out the wrong entry so it stays legible, write the correct one, mark it «Виправлено» with the date, and have it signed by the participants of the carriage on every copy. A correction on one copy only is the usual reason two copies of the same note disagree.

And the electronic ТТН?

Since 5 June 2026 the state e-ТТН system for domestic carriage runs under Cabinet of Ministers resolution No. 720 of 04.06.2026. Using it is voluntary: participants work through accredited commercial platforms and sign with a qualified electronic signature (КЕП). A draft law would make e-ТТН mandatory from 1 January 2027; at the time of writing it has not been adopted, so paper and electronic notes are both valid.

Where Depot 17 fits, and where it does not

To be clear about it: Depot 17 is not an e-ТТН platform and it does not register notes in the electronic system. It works with the paper note. With ТТН generation switched on in the settings, an administrator downloads form 1-ТН in the edition in force since 26 July 2026 as a PDF straight from the delivery task, with the vehicle, driver, carrier, vehicle storage address, loading and unloading points and cargo already filled in. The shipper's details, price, VAT and signatures are completed by hand, as the rules require. The driver photographs the signed note inside the delivery task, every status carries a GPS stamp and a time, and the consignee signs for the cargo on the driver's phone or through a tracking link. The dispatcher sees the note the minute it is signed instead of when the vehicle comes back, and the delivery sits in the same monthly records as the trip and the fuel. More on the dispatch module.
